If "fixed" refers to having modern updates and drivers pre-installed for easier setup in a VM:
The concept of ARM architecture was not utilized for mainstream desktop computing during the Windows XP era (2001–2008). Therefore, any downloadable file claiming to be a "fixed Windows XP ARM64 ISO" is either a mislabeled x86/x64 image, a heavily modified community experiment, or a security risk.
Windows XP reached its End of Life (EOL) in 2014 and contains critical, unpatched security vulnerabilities. Do not connect your emulated Windows XP machine to the live internet. Isolate the VM from your local network if you are just using it to run legacy software or play old games.
What it is
While the fixed ISO is a massive technical milestone, users must keep certain limitations in mind.
Your best bet is to use the QEMU + standard XP ISO "fix" described above. It runs terribly, but it runs.
What are you using? (macOS, Windows on ARM, or Linux?) What processor powers your current machine?
